EXCHANGED FOR WORKERS ADDRESS BY LAVAL (Rec. 12.45 p.m.) London, Aug. 11. "The hour of liberation for France will be the hour when Germany wins the war,” declared M. Laval, addressing a thousand French prisoners of war at Compiegne, where they were exchanged for workers going to Germany. M. Laval added: “You can bettor understand France now you have returned. You have known the bitterness of exile. You are the best workers for the liberation of your comrades who are still in prison camps. There are still 1,200,000 French prisoners of war in Germany. Hitlei seeks 1.500.000 specialised workers and has agreed to release 50,000 prisoners when they are dispatched.” Moscow radio said that thousands of French prisoners of war at Hessen, Germany, are working 14 to 16 hours daily.
