In four Federal by-elections held yesterday two Cabinet Ministers and the new Leader of the Conservative Party were involved. 11l Quebec East, the old constituency of Sir Wilfrid Laurier. the Hon. L. S. St. Laurent, Minister of Justice defeated anti-conscriptionist the Hon. T. D. Bouchard. In Welland, Ontario, the Hon. Humphrey Mitchell, Minister of Labour, defeated two opponents, one a Commonwealth Co-oper-ative Federation candidate and the other an Independent who wanted overseas conscription without a plebiscite. In South York, Ontario, the RL Hon. Arthur Meighen, the Conservative Leader was defeated by Mr Noseworthy of the Commonwealth Co-oper-ative Federation who campaigned on a programme involving “conscription of manpower, wealth and industry. In Montreal St. Mary, the Liberal candidate. G. A. Fauteux was elected The Hon. L. S. St. Laurent became Minister of Justice on the death of the Rt Hon. Ernest Lapointe. Quebec Liberal Leader.
