JAPAN’S REFUSAL TO LET AM E RIC AN S DEP AR T Washington, Aug. 17. Japans’ refusal to permit Americans to depart has caused Mr John D. Dingell, of the House of Representative*: to demand that the United States seize 100,000 Japanese in Hawaii and place them in a concentration camp unless the Americans are released peaceably. JAPANESE VIEW OI DANGER (Rec. 9.0 a.m.) New York, Aug. 18. According to a message from the Tokio correspondent of the Associated Press of America, the “Diplomatic Review" stated: “There is danger of an explosion of the worst eventualities in the east, west, south and north simultaneously, the hostile nations closing up their encirclement. The Foreign Office lias notified the foreign embassies and legations that nil aliens must obtain the permission of the local governor before leaving ! Japan. The order is effective immediately.
