Germany to-day formally delivered to the State Department a strong protest against the expulsion of consular officials charged with violation of the Treaty of Commerce and Friendship. 1923. Secretary of the Navy, announced to-day that naval reserve officers now serving in the merchant marine may be ordered on active duty without their consent. Naval recruiting officers have been instructed to recruit 15.000 men monthly.
