President Rooesevlt has asked Congress to increase the Labour Department and Security Agency appropriations by 159,000,000 dollars for the training of 3,000,000 additional skilled defence workers. The Senate Military Committee has; unanimously approved a Bill giving the Office of Production Management broadened mandatory authority to designate which defence materials and equipment should be produced first. Germany’s designation of the Red; Sea as a war zone is unlikely to alter 1 President Roosevelt’s recent proclama-; tion that the area is safe for American j shipping. While President Roosevelt is required to proclaim combat zones around belligerent countries he is compelled to establish them elsewhere only when actual danger exists.
