The Rome correspondent of “The Times ’ states that news from Franco sources suggests that an agreement has been reached in principle on the relations to be established by the treaty between Spain and the Axis Powers. A pact of military importance with Japan, it is stated, is also agreed on and lacks only the Emperor’s consent.
