Diplomatic circles were advised this morning; from Berlin that Herr Hitler was planning to make a definite proposition to Britain, France and the United States for the settlement of the problems which were causing world tension. The plan is believed to be an economic reshuffle to secure raw materials for the Reich. ; Herr Hitler's plan is being announced early in July, when it is expected it will be outlined in a speech at the launching of a new battleship. It is understood that Lord Halifax’s speech paved the way for this latest development, though a further Berlin report says it is stated in high quarters that as far as is known the Fuhrer haj no such scheme in mind.
