BILL PASSES SECOND READING
EMERGENCY POWERS IN BRITAIN .UFA— By Electric Telegraph— Copyright) (Received 10th June. 9 a.m.) LONDON, 9th June. Moving the second reading of the Ministry of Supply Bill in the House of Commons. Dr E. Leslie Burgin, head of the Ministry of Supply, said the Government did not intend to interfere with firms caryring on an export business till it was essential to do so in order to get some article immedialy for the public service. The Bill Look the power to finance the accumulation of reserves by traders and also to require a manufacturer to give Government work priority. The Minister of Supply was empowered to prevent swollen costs The Ministry would become responsible for the expenditure of about £100,000.000 yearly. Labour members opposed the Bill on the ground that it provided that the Ministry should take over only some and not all the articles intended for use in wartime. The second reading was carried by 235 votes to 114.
