The Minister of Supply was empowered to prevent swollen costs The Ministry would become responsible for the expenditure of about £100,000.000 yearly. Labour members opposed the Bill on the ground that it provided that the Ministry should take over only some and not all the articles intended for use in wartime. The second reading was carried by 235 votes to 114.
