A REVEALING REPORT BRITAIN LOSING GROUND THE GROWTH OF JAPAN The serious threat to British shipping in the Orient, especially by Japan, is the subject of a comprehensive survey by the Imperial Shipping Committee, whose report was issued recenlty. The committee undertook the inquiry at the request of the Government and began its survey two years ago. Its terms of reference were, "in view of the changing conditions of seaborne trade in the Middle Eastern and Far Eastern waters, and particularly of the effect on British shipping of the increased competition of foreign flags .to inquire into the position of British shipping in these waters ” Among the suggestions made are reservation of coasting trades, apportionment of carryings, subsidies, new ships, more devolution of management, better co-operation of rival British shipping concerns, more cargo consigned by British merchants in British ships, and more even division of traffic between British and foreign shipowners.
