BRITISH HIGH COMMISSIONER'S ADVICE ID P A.—B.v Electric Telegraph—Copyright l (Received 28th January. 1.15 p.m.) TORONTO, 27th January. Sir Gerald Campbell, British High Commissioner in Canada, addressing the Service Club, declared that the world was about to throw another fit. He urged that every opportunity be taken to impress on dictators that the democracies will stand together and are daily growing more united. Sir Gerald also urged less criticism of our governments which were striving to do their utmost to avert hostilities.
