FOUR-POWER CONFERENCE
DESIRED BY MUSSOLINI SPANISH PEOPLE AS MASTERS OF OWN DESTINY "WITH CONSENT OF ITALY AND GERMANY" (Received 27th January. 9.55 a.m.) ROME. 26th January. It is understood that Signor Mussolini is desirous of a four-Power conference after the fall of Barcelona, the aims of which are—(l) Sparing further bloodshed in Spain. (2> Establishment of the position of the Spanish people as masters of their own destiny with the consent of Germany and Italy. (3) An English. French. German and Italian agreement to prevent the re-establishment of any Communistic or popular front government in Catalonia or Madrid.
