THE HEART OF RlGA.— Originally the town of Riga was built on the right bank of the River Dvina Around this old quarter , new suburbs have sprung up and have extended to the opposite bank of the river . In the modern quarters there are parks and gardens and many handsome buildings. Above is a view of the centre of the city, showing the monument of Liberty erected by means of voluntary gifts of the Latvian nation.
