The International Commission reported to the League of Nations that after investigation in the war zone and elsewhere it was satisfied that the Spanish republican army no longer contains international units, also that all foreign volunteers had been withdrawn from the front Senor Del Vayo said that the Spanish Govenrrnent had carried out the withdrawal fully and r.ow had 100 per cent. Spanish army fighting for Spanish independence. He regretted that the Government has not received all the diplomatic facilities to which it was entitled. M. Bonnet declared it was important to obtain from Burgos concessions similar to those given by the republicans. Only when no more foreigners were fighting in Spain could Mediterranean appeasement be obtained he said. Lord Halifax gave an assurance that Britain was most moved by the sufferings of the Spaniards, and desired peace in Spain, which was only possible by the prevention of foreign intervention, Mr W J. Jordon (N.Z.) regretted that the twentieth century could see innocent people killed and starved. The Council adjourned.
