BOROUGH AFFAIRS MEETING OF COUNCIL ;Fn>tn Our Own Correspondent] At a meeting of the Motueka Borough Council, held on Tuesday evening, there were present his Worship the Mayor tMr R. J. L. York’ and Councillors H. J. Trewavas, S. E. Huibert, D. Simp- j son, W. Eginton and D. Park. An apology for absence was tendered on behalf of Councillor A. E. Fry. It was decided on the motion of Councillors Trawavas and Huibert, that the Mayor, Mr R. J. L. York, represent the Motueka Borough Council at the Municipal Conference at New Plymouth. • The Town Clerk. Mr A. L. Kirk, submitted a comprehensive report, showing how the adoption of standardisation of local body accounts would detrimentally affect Motueka. The Mayor pointed out that standardisation would necessitate an additional expenditure, by the Council, of £4OO per annum, and moved that the Municipal Association of New Zealand be informed that the Council is not in favour of standardisation of local body accounts, also that the Town Clerk forward the Council’s reasons. This was seconded by Councillor Trewavas and carried. A petition was received from four residents in Greenwood street, asking the Council to consider extending the present piping of the ditch to the last residence on the northern side of the street, which would be approximately 80 yards further than the Council at present intended to go. The petitioners pointed out that there was an accumulation of water and filth, at present, in front of the four houses mentioned and that the stench was most objectionable. The Mayor said that the Council was doing as much as possible to improve conditions in the Borough but could not incur further expenditure meantime. The Mayor moved that the petitioners be informed that the Council cannot see its way to extend the piping of the ditch, as suggested, but that the matter would be. borne in mind when considering estimates for the next financial year. It had been ascertained, he added, that waste water was being drained into the ditch; and he thought the Health Inspectors’ attention should be drawn to the matter. In regard to the widening of Tudor street it was resolved (the Mayor and Councillor Eginton) that Messrs Luke, COnningham and Clere, who are acting for Mr H. Gilbert, be informed that the Council cannot consider a claim for compensation at this late stage for land dedicated to the Council by the McDonald estate.

The secretary to the Treasury acknowledged the Council’s letter intimating that it had experienced difficulty in raising the Footpath Loan, 1937, £1,650, and that the Council desired the issue of an order-in-council authorising debentures in respect of this loan to be hypothecated to the Bank. The writer advised that arrangements were made for the issue of the necessary order-in-council, and, when issued, an extract from the Gazette containing a copy thereof would be forwarded to the Council. It was mentioned that the only procedure required to obtain the issue of a hypothecation Or-der-in-Council was an application direct to Treasury.

It was decided that the Works’ Committee’s report be adopted and that the question of Pah street frontages be referred to the Municipal solicitor for an opinion. In regard to the sodium lights at the car park the Town Clerk was asked to communicate with the Waimea Electric Power Board as to cost, the matter then to be referred to the Finance Committee with power to act.

After thanking the councillors for appointing him delegate to the Municipal Conference, the Mayor remarked on the fact that the air was becoming a popular mode of transport. He considered that aerodromes, owned by local bodies, should be free of all rates, and moved that a remit, along these lines, be forwarded for consideration at the Conference. The Town Clerk notified that a number of notices at the Pound and at the Beach required repainting; and this was referred to the Finance Committee with power to act. Councillor Huibert thought a pedestrian crossing could, to advantage, be marked off at the Council Chambers. It was pointed out by the Mayor and by the foreman that too many crossings would inconvenience motor traffic. LIBRARY CONFERENCE A deputation from the Library Committee, consisting of Messrs A. Cameron, A. F. Webley, S. B. Canavan and the Librarian (Mrs Gifford) waited on the Council to discuss arrangements for the entertaining of the delegates, attending the New Zealand Libraries’ Conference at Nelson. 4

The Mayor, after extending a welcome to the deputation, stated that the delegates, numbering approximately 45 would arrive at Motueka on the morning of 18th February, and would be the guests of the Motueka Borough for the day.

It was decided, on the motion of Mr Webby and Councillor Huibert, that the visiting delegates be entertained at lunch at Fearon’s Bush and that the Town Clerk obtain quotations for the catering.

A committee of five, consisting of Councillors Huibert and Trewavas and Messrs Cameron, Webby and Canavan, with the Mayor, Town Clerk and the Librarian ex officio, was set up to go into the question of an itinerary for the day.

It was resolved (the Mayor and Councillor Park) that the Riwaka Library Committee be asked to appoint two delegates to co-operate with the Motueka Committee in entertaining the visitors.

A welcome to the delegates, the Mayor stated, would take place at the Council Chambers. He thanked the members of the Library Committee for waiting on the Council and for their co-operation.
