Tacitly defending President Roosevelt’s warning to Americans in China, also the warning to shipping in the Mediterranean, officials issued a statement that the United States was not prepared to guarantee protection of American nationals and shipping abroad because it was liable to cause a major war and also the cost would be prohibitive, consuming over half the United States revenue.
