BOROUGH AFFAIRS COUNCIL’S FORTNIGHTLY MEETING (From Our Own Correspondent) At the fortnightly meeting of the Motucka Borough Council, there were present the Mayor (Mr 11. J. L. York) Councillors 11. -J. Trewavas, S. E. Halbert, A. E. Frv, D. Simpson and D. Park.

An apology for absence was tendered on behalf oi Councillor \Y. Eginton. Arising out of the minutes it was decided ■ (1) That Mr D. R. Trewavas’ application for payment of account in respect to title to his Fearon street property be not entertained ; (2) that the Nelson Automobile Association be asked to erect signs at the Borough boundary.’’ It was decided that the. Town Clerk comunicate with Mrs Hickmott regarding removal of hedge in Tudor street; and that the Mayor write the Minister of Public Works regarding situation of power lines at or near the aerodrome.

The Minister of Transport acknowledged the Council’s letter and also plan showing the portion of High street oyer which the Council’s desired to restrict speeds to 15 m.p.h. In reply it was pointed out that the Motor Vehicles Act provided severe penalties for reckless or negligent driving i.e. driving at a speed or in a manner, which, having regard to all the circumstances of the case, is or might be dangerous to the public or to any person. Furthermore the Motor Vehicles Amendment Act, 1936, in addition to restricting maximum speeds to 30 miles an hour in all boroughs, town districts and other closely populated localities includes a clause as follows: “If any person drives a motor vehicle on any road, street or other place to which the public have access, without due care and attention, or without reasonable consideration for other persons using the road, street or other place, he shall be guilty of an offence.” The Minister stated that the policy of the Government was not to impose or to encourage a number of local speed restrictions, as it had been found by experience that such a course resulted in confusion. It was desired to have one uniform and easily understood code of traffic laws for the whole comunity. . . It was pointed out that in the case of High street, Motueka, there would possibly be occasions when even 15 m.p.h. would be an excessive speed, and there might also be occasions when tins speed might be exceeded wit hcomplete safety. In conclusion the Minister pointed out that the legal provisions already referred to afforded the best means of providing for the safety of the users of the etliet in question and therefore be was unable to approve of a definite speed limit being prescribed in the case of this application. The District Engineer writing in reply to the Council’s letter advised that approval of authority bad been given to the Council to the laying off of a 50 foot street subject to the building line conditions being increased from 33 to 35 feet, and that on receipt of the owners’ consent the necessary Order in Council would be issued. It was pointed out that it liad been the policy, for some time past, to impose 35 feet building line condition when authorising new streets at a width of less than 66 feet. . ' . , The foreman was authorised to Have the grass along the main highway and Fearon street cut. He was also authorised to surface seal the pavement in High street from Poole street to Pah street, as soon as possible. The chairman of the Works Committee (Councillor Fry) Brow attention to the fact that the sealed portions of Pah and Poole streets were now due for a second coat of dressing. The cost of the work would be approximately £123. , „ , X 1 , Councillor Fry moved that the foreman be requested to order the necessary materials for ' carrying ; out the work of sealing Pah and 1 oole streets with a second coat. The Mayor, in seconding the motion, remarked that the Council had not a lot of money to spend, but lie regarded the. sealing of the streets m question an essential work. The motion was Ca The Mayor informed the meeting that in future, work to be carried out on the Borough section of the main highway would "be done by the Council, and the cost of same charged to the Main Highway’s Board.

BAND INSTRUMENTS TAKEN • ■ ■ OVER

The Mayor reported, oil behalf of Councillor Fry and himself, in regard to the taking over of the Band instruments by the Borough Council. It was resolved that the Boiough Council accept the instruments and assets of the Band, as the property of the Council, in accordance with the statutory resolution passed by the Band.
