“HIGHLY SU«:I?oSFUL” SAYS ROOSEVELT (United Press Association—By Electric Telegraph—Copyright.) WASHINGTON, 15th December. President Roosevelt returned from a 28-day cruise and declared that the peace conference was highly successful. REVISED DRAFT SIGNED BUENOS AIRES, 16th December. Delegates representing twenty-one American republics signed a revised draft of the Pan-American Peace Treaty. The changes are of a minor nature.
