BRITISH LEAD NEEDED
■i p ; POLITICAL GENIUS • £ Since the existence of a World Commonwealth is postulated • from the moment when collective security “is, recognised as a political, principle, alt the members of the League, whether' big or small, are bound to act along the lilies of the World Commonwealth and not along those of their own national interests narrowly understood, writes Senor Salvador de Madariaga, former Oxford professor, in a recent article. That being so, and since the great Powers have a greater weight and therefore a greater responsibility than the others ini' the working of the League, my contention is that they are bound to ‘lead by acting, not merely within the machinery of the League, but in the spirit of the Covenant, that is, by pooling their power in the League instead of drawing power from the League, and by handling world affairs in a world way. This evolution is a mere extension to the whole world of a typically British idea, that of Commonwealth, which Britain had alrcadv applied to a considerable part of her Empire. It is therefore natural to expect that the leadership needed at the present phase of world history will he provided Iry the political genius of the British people.
