COMPANY INQUIRY HEARING RESUMED (By Telograph—Press Association) WELLINGTON, This Day. The hearing of the Company Commission case was resumed in the Appeal Court tliis morning. Mr Richmond, continuing his address, amplified his submission made yesterday that the Commission was a judicial tribunal. The Chief Justice (Sir M. Myers): “What do vo'u say is the judicial function here?” Mr Richmond: ‘The only judicial determinations are the power to inflict fines and (he power to award costs. Otherwise tlie function is only to report. But it must be. remembered that from the inception 11m Commission must be affected by all the evidence it hears and all that evidence will be material to the question of costs.” All- Richmond submitted there were two decisions of the Court of Appeal Cock and Others versus the AttorneyGeneral and .Another, and Pilkington versus Platts, which postulated that commissions appointed under the Commissions of Inquiry Act were judicial tribunals, and those decisions binding on the Court Were conclusive and in his favour. Ho had already contended that the appointment was ultra vires in view of the absence of any proposed legislation, but whether'that was sound or not be now submitted that the tribunal was judicial and therefore the question of bias arose. The case is proceeding.

Dean said that the proposed North v. South match would be played at Auckland on 7th July and -'layers participating would be eligible for the trip to Australia. Tlie seleciion would be announced the same night. One of the first duties of tlie Management Committee would be to appoint selectors and the committee felt they should act for two years so that there would not be new selectors for the team for England. Mr Dean said it seemed pretty certain that the Imperial Rugby Conference would be convened next year. An attempt was being made to arrange a preliminary conference between New Zealand, Australia, and South Africa this year. A South African lour of New Zealand had been arranged for 1937 subject to the approval of terms. NATIVE AFFAIRS INQUIRY AUCKLAND, This Day. The Native Affairs Inquiry Commission began its Auckland sittings this morning, but adjourned till the afternoon in order that members might peruse reports regarding development schemes in the North Auckland and the' Waikato and Maniapoto districts. MONETARY COMMITTEE AUCKLAND, This Day. Professor Tocker gave his opinion that the question whether stock and station agents should bo regarded as trading banks was a very open one, and should be decided in the light of the experience of the Reserve Bank accumulated after opening. <
