INCREASE IN ESTIMATES CIVIL SECTION REORGANISATION (United Press Association—By Electric Telegraph—Copyright) BERLIN, 10th April. - It is explained that the increase in the Air Estimates is due in the civil section to reorganisation, giving greater security hv replacing single-engined craft with two-engined.
