WOULD BE SUPREME
JAPANESE IN FAR EAST MOSCOW, 2nd April. Great indignation has been aroused jn financial circles at- Shanghai, owing to the Japanese attitude at a meeting of international bankers, state Moscow newspapers. Japan emphasised her determination to have the decisive word on all questions regarding China's relations with other countries. This is regarded as an attempt to establish an undisguised Protectorate over China.
The Chinese Minister of Finance, Air Soong. invited the bankers to discuss a large loan of which President Roosevelt approved, but Japan refused to participate, and demanded abandonment of the negotiations, arguing that China's situation did not permit of the development of foreign investments. She nevertheless offered the Nanking Government a Japanese loan, provided a Sipo.Japanese agreement was arranged.
