JAPAN’S POLICY

Dr. Inazo Nilotic, chairman of the Japanese delegation to the meeting of the Institute of Pacific Relations, in a statement made on Thursday night regarding the report that Japan and Russia were preparing for war, said: “I have never made such a statement. I talk peace, not war.” Professor Yasaka Takuki, and Mr Yusuki Taurumi, members of the delegation, stated cxplicity that Japan was not preparing for war, and had no intention of preparing. Neither Dr. Nitobe nor they had any knowledge of what Russia was planning. Professor Takaki stated: “Japan’s policy is definitely one of peace.”
