At Lausanne Von Pa pen was emphatic in his declaration that reparations were now revealed to be unrcalisable and useless. The time for palliatives or delay and adjournment had definitely passed and a decisive effort was now necessary. Mr MacDonald, at the second plenary session, read a declaration signed by Britain, Fra ncc, Italy, Belgium and Japan agreeing as creditors to extend the war debt moratorium during the currency of the Conference, thus covering payments due on Ist July. Other creditors will do likewise.
