"The Times" Brussels correspondent reports that 300 delegates, representing twenty nations/ attended the International Socialist Congress under the chairmanship of Mr Henderson, president of the International. Mr Henderson urged that the League of Nations should turn the Convention into a treaty for signature by all governments ready to agree to it, to give effect v to the optional clause and an International Court of Justice, and to ratify outlawry of war and a Disarmament Conference in 1929. JVI. Vandervelde urged the evacuation of the Rhineland. Miss Susan Lawrence and other feminists addressed a simultaneous women's . congress. is
