The Government is hurt at not' being asked to sign the Kellogg Pact oulawing war. Tchitcherin, in a lengthy communication to the Press, intimated that though he personally was convinced that the pact was directed against Russia, the Soviet Government- was most anxious to sign.

Tchitcherin adds that Litvinoff proved brilliantly in December that the condemnation of war as an instrument of national policy is a figure of rhetoric, hiding the preparation of war as an instrument of counter-revolution. "Our Government wishes to eliminate the possibility of war of all kinds. The Government considers it profoundly abnormal that these negotiations were carried out without its participation."
