A message from Seattle says:—"The only way to prepare for peace is to protect those who desire it by preventing war by preparation for war,' said Mr Wilbur, addressing students at the University of Washington to-day. Urging adherence to the navy programme he said:—"l believe if we are faithful to the programme here and on the east coast we do not need to fear war.
