The Assistant Secretary of State, Mr Castle, addressing a women's conference on the causes arid cui-es c of war, isaid that even'if the French proposal for a treaty for the outlawry of war as ari.instrument of national policy should be adopted this Would not of itself be an absolute guarantee of peace. He added that peace, to be real, must be a state v of mind, and while the American Goyernment aspires to real peace through an international understanding such cannot be achieved by waving iarijs 1 wand. , :
