Will some rich philanthropist?'' asks Sir William Jovnson Hicks, Home Secretary, "to provide £IOO,OOO for a new model Borstal institution. Philanthropists endow hospitals, sports grounds and museums, so why not endow n Borstal, based on new ideals, in order to convert had boys and girls into honest beings'" Sir William contends that short terms of imprisonment only create gaol birds.
