MANY BILLS PASSED
BUSY TIME IN PARLIAMENT (By Telegraph) (From "The Maiiv Parliamentary 'Repertory WELLINGTON, 28th Nov. At night items on the Order Paper were considered. The Insurance Companies' Deposits Amendment, the Public Works Amendment, the Palmerston North Library Empowering, and the Napier Harbour , Board Empowering Loan and Constitution Amendment Bills were passed. The amendments made by the Legislative Council to the Bent Restriction Continuance and the Motor Vehicles Amendment Bills were disagreed with, and committees were appointed to frame reasons for submission to the Upper House. Consideration of the amendments made- to the Coal Minos Amendment Bill was postponed. N INSURANCE COMPANIES* DEPOSITS t After further debate the Insurance Companies' Deposits Amendment Bill was passed by the. House to-night. When the Bill was in Committee amendments were inserted making it clear that sub-agents or servants were not liable for the deposit required by the Act, but that they must produce the covenant signed by the brokers , for whom they were acting, and who had paid the deposit. NAPIER HARBOUR WORKS When the Napier Harbour Board Empowering, Loan, and Constitution Amendment Bill was under consideration in Committee, Mr J. Mason (Napier) said that no provision was made for the payment of the costs of the recent commission of inquiry. The commission had recommended that the whole* of the costs should be paid by the board. ' The sum of £3500 was being" provided far in the Supplementary Estimates. Mr J. S. Dickson (Parnell) thought the Bill would provide for the payment of the amount "by the board. \ Mr W. A. Veitch (Wanganui) said It was not just that the Harbour Board should be called upon to pay all the costs of the inquiry. The amount — £3soo—seemed to be an enormous sum. Mr J. Mason said the clause as amended was approved by all the parties concerned. The House would have another opportunity of discussing the question of the commission costs. The Minister of Marine (the Hon G. J. Anderson) interjected, in reply to further representations by Mr Dickson, that he approved of the clause. New clauses enabling the Harbour Board to pay expenses incurred in connection with the reborrowing of those moneys falling due on Ist January next were added. The Bill was passed.
