From Health Department as to drainage, Britannia Heights, expressing the hope that the Council would connect this portion of the city with the sewer us soon as possible.—Writer to lie informed that the position has been misunderstood, and that negotiations have Hot yet been completed with certain parties. From Kirkpatriek and Co., Ltd., applying for improved water service and ns to covering in the Vanguard street ditch.—Referred to Committee. From Automobile Association, as to prosecutions under city by-laws. -Resolved that no action be taken. From Regimental Band, applying for the use of Trafalgar Park on the Ist February next for gala purposes.—Resolved that the request cannot be granted, as the ground will be in use for cricket, and that it is inadvisable to hold a gala day on a ground reserved for cricket, and suggests that the Botanical Reserve be used. From F. 1. Ledger, requesting approval O.f subdivision plans. —Granted. From Nelson Cricket Association, thanking the Council for improvements made to Trafalgar Parle—Received. COMMITTEE OF WHOLE COUNCIL Present: Crs. Gibhs (Deputy-Mayor), Barley, Stringer, Wigzell, Nightingale, and Neale. The Committee reported as follows: 1. On letter from Mrs J. Smith, requesting improvements to Wellington Terrace.—(a) That Mrs Smith be informed that she must have the pipes Under the entrance to her property in Wellington Terrace repaired at her own cost; (b) That the Council have tho waterthbio attended tf) ; ( c ) s lo Mount street. The Committee was unable to visit. They recommend that the matter be left in the hands of the City Engineer. 2. On letter from Y.M.C.A. Athletic Club, applying for the use rJT Trafalgar Park for a sports meeting on the 16th October. —That the Council is unable to grant the use of the Park for the, 161 h October, as all arrangements fcxr the opening of the cricket season had been made for that date, but that the Athletic Club may have the use of the. Park on the 9th October on the usual terms, 3. On letter from Rangatira. Boy Scouts, requesting permission to camp on the Maungatapu Reserve. —That permission be granted subject to the locality and arrangements being approved by the Ranger. 4. As to traffic indicators. —Consideration deferred for two months or until the issue of new Government Regulations. 5. As to Wairnca street sewer.—(a) That ventilators be placed at all openings in the brick sewer where there ; are no ventilators at present existing, provision being made to prevent accumulations of debris under the ventilators, (b) That tlie junctions of side sewers be altered so as to join th 0 main sewer in the'direction of the How. (e) That the portion of the side of the main sewer near the tip gate which has at some time been removed be reinstated to ;i height'of about three feet, and that the present weir in the overflow culvert bo removed. 6. On letter from Mr F. 1. Ledger, requesting approval of subdivsion of part section 226 a Victoria Avenue (Chamberlain and Sfannard).—That the subdivision be approved. CITY ENGINEER'S REPORT The City Engineer (Mr J. G. Lilllejohn) reported:—General. Streets and Footways: The widening of Wainiea road at Motueka street is completed. Cleaning up generally is in progress made necessary by the spring growth. Topdreasing and repair of existing tar work will he put in hand as soon as the weather becomes. settled,-- Drainage : Several blockages have occurred and have been attended to.-Places of Public. Recreation : Routine work only has been done.—Water: The screen at the weir has been changed, greatly improving the supply.—Gas: The mains have been extended to Russell street on the Valley side and three new consumers connected up. The testing of the mains for leakage is being proceeded with. The monthly returns for September are attached hereto. Loans: The clerk of works reports steady progress at th 0 bridge and the arrival 'of further materials by the. Rimulaka. It will be necessary to temporarily remove a portion of the footbridge in order to permit of driving life sheet piling. Traffic will be, stopped for Dure or four days.—The Baths are getting on well, the main foundation being excavated and some of the casing for con crete being completed. The path in Brougham street is completed and those in- Trafalgar sheet Smith and Weka street are now in hand My report .on Washington Valley 'deviation was omitted from the order paper for last Committee meeting ntl( | was , |(l( read. ELECTRICAL ENGINEER" S REPORT The Electrical Engineer (Mr E. Fleming) reported : City applications 1539 (increase 3); city extensions 302 (8): Tahnna applications 142 (nil); total 1983 (111. Lighting load applied for, 840 lew. (1 k.w.); healing load applied lor. 981 k.w. 11 k.w.); power load applied for, 517 k.w. (3 k.w.l: Tahnna load applied for. 159 k.w. (nil); total, 2497__ k.w. (5 k.w). tinils generated inoniii ending 30th September, 192 b. 87.240; coal consumed same period, 218 lons. 1 have to report that a mains inspecting engineer, from the Public Works' Department, Wellington, arrived in Nelson on Tuesday morning for the purpose of inspecting our electric mains. I spent all day Tuesday taking him all over Ihe Power Station and the outside reticulation. lie is well satistied with the system and no altera! ions are required. The outside stall' have been engaged re-straining service mains as found necessary. A temporary, three phase supply has been extended from Nile street- to the new Cathedral site for tho purpose of supplying electric motors to drive stone cutting machinery. SANITARY INSPECTOR'S REPORT The Sanitary Inspector (Mr M. Busbridge) reported inter alia : -Drainage and Plumbing Work: Drainage has been provided to four new premises and three extensions to existing drains have been made. Three existing drains have been tested for defects and two opened up and cleared (if obstructions. Fifteen permits have been issued for plumbing work.-House Inspection: Fifty-two premises have been visited. Four nuisances were delected and abated. Three- notices have.been served to have general repairs done, and the work is being proceeded with.-—Public Health: Three premises have been fumigated ■ Arising out of the report, n was resolved to serve notice on a property owner in Collingwnod street that a new drain must be laid to connect with the new sewer. TRAFFIC INSPECTOR The Traffic Inspector (Mr C. E. Parkinson) reported that informations had been laid against two drivers for going across intersections at- :i greater speed than six miles an hour, and against, two motor cycle owners for causing undue noise, ABATTOIR, REPORT The Abattoir Manager (Mr G. W. Mitchell) reported that the following stock were slaughtered during the fortnight .—Cattle 66; calves 7; sheep 651: lambs.3o; pigs 51; total 805. During the period one sheep was condemned. After some minor matters had been dealt with the Council rose.
