An Associated Bank announcement of an agreement with London for the flotation of £6,000,000 Tokio municipal reconstruction bonds was negatively received here. .Many commercial and financial people regard the terms, per cent, at 83/,, too high. The agreement will, however, be approved. Three million sterling is required to redeem the matured reconstruction issue. The balance will be used for reconstruction, and in this connection there is much criticism.
