RO-ME, June 25. Mussolini declared war against the idle rich, who are included in the same classification as beggars and tramps in the new grouping system for electoral purposes, which is coming into force on Ist July. Under this system unproductive rich vagabonds and tramps will be excluded from Italian citizenship, -lussolini frequently expressed contempt for idlers. His policy is that all non-pro-ducers shall live on the margin of (lie State and he treated as foreigners, not Italian citizens.
