FORTNIG HTLY MEETING !he ordinary fortnightly meeting of the Nelson City Council was held at the Municipal Cfhnjnbers iast evening. There were p,resent: The Mayor (Mr W. Loch), Qrs. G A. Gibbs, JC. it Neale., W. Q. Harley, A. G. Nightingale, J. Wigzell, J. A. Stringer, It. Watson, and F. Plum. Cr. Moffatt who is out of town, was excused from attendance. 1 PAYMENTS Following payments were authorised:

The Mayor stated that the General Account was higher than usual, but this was accounted for by the quarterly payment for street lighting, £325, the first quarter of the hospital levy £692, and also the monthly salaries. Otherwise the account would have been lower- than usual. The wages for*the fortnight were £4lO on this account. CORRESPONDENCE Following correspondence was dealt with : From Rugby Union, repeating request for removal of tool shed, Trafalgar Park. —Agreed to. From Nelson Bowling Club, thanking Council for remission of rates. From A. E. Coxhill, requesting erection of street lamp at top end of Toi Toi street.—Request declined. From Rock Garden Society, requesting asphalting of gutter along top of rock garden.—Committee to visit. From Nelson Harbour Board, requesting Council to join with the Board in paying cost of survey of railway hyid (Foreshdre Reserve). —Mayor to consult with chairman of Harbour Board. From tho Conservator of Forests, advising as to tree planting, Waterworks Reserve.—Referred to Committee. From Conservator of Forests, agreeing to assist tho Council in preventing the trapping of opossums, etc. —Dr. Kathleen Curtis wrote on the same matter. From Nelson Football Association, thanking the Council for erecting dressing sheds at Victory Square,' and requesting cutting of the grass.—Referred to Engineer for attention. From Health Department, as to rubbish removal service.—Received. From J. J .Dunn, foreman, stating intention to resume his duties next week. Harley moved that the Council protest against the indiscriminate erection of hoardings on railway property, and that a copy of the resolution be forwarded to the Municipal Conference. Seconded by Cr Neale. — Carried. From S. C. Davis repeating request for improvements to footpath IParoro Street,—Referred to the Engineer for act ion. From Public Works Department as to regulations re distribution of heavy traffic license fees. —On the motion of Cr Gibbs seconded by Cr Nightingale, it was resolved to inform the Department that the Council considers 5 per cent is totally inadequate for the distribution of the fees. From T. W. Taylor requesting compensation for damage to clothing caused bv his falling from his bicycle on to a tarred roadway.—Referred -to committee. From P. M. Hunter applying for paddock at the Abattoir.—Granted. From Automobile Association as to motor by-laws and other matters. —Refeived to committee. COMMITTEE OF WHOLE COUNCIL Present: Councillors Gibbs (in tho chair), Wigzeli, Plum, Watson, Stringer and Neale. In the; absence of the Mayor who was attending a meeting of the* executive of the Municipal Association in Wellington, Cr. Gibbs took the chair. The committee reported as follows: 1. On letter from Miss E. Richmond requesting ilie cutting of branches ot gum trees overhanging her house in Nile Street East.—That the City Engineer be instructed to remove the lower ,branclis and if necessary to ieinove further branches in order to' secure the desired result. 5. On letter from residents Harley Street requesting improvements to street. —Consideration deferred. 4. On letter from Tomato Growers’ Association re water supply.—That their request for exemption from the charge months of April to September inclusive be granted. 5. On letters from Lawn Tennis Club and Maitai Bowling Club requesting rebate from rates on their greens.—That they each be allowed a rebate of 15 per cent. 6. On letter from Mr G. T. O’Hara Smith applying for an increase of salary. —Consideration deferred to next meeting of tho committee. 7. On letter from Miss F. Horton requesting cleaning out of ditch Hastings St.—Consideration deferred ; City Engineer to report Avhat money is available from loan. 8. On letter from Messrs Capes and Nicholas requesting piping of ditch, Wainlea Bxmd.—(a) That the ditch be piped for a distance of about 70 feet at the writers’ expense, (b) That subject to the Council’s legal position being safeguarded, the Council put in .a settling tank and strainer • above the mouth of the pipes, (c.) That a vent pipe be put in. 9. On letter from Mr R. McCallum offering to sell land adjoining the Waterworks. —That lie be offered £5 for the land (J> acres). 10. On lettqlr from Mr A. O. Emms re bus timetables. —Consideration deferred the City Engineer to report to the next meeting of the Council. ' 11. As to parking places. —Consideration deferred. 12. As to drainage pumping plant.— That two Peter Brotherhood low speed automatic electrically operated compressors with another air receiver be put in, in the brick room inside the gasworks gate and that the Electrical Engineer supply the necessary particulars to the Metropolitan Vickers ComI pany for the scheme. I - 13. As to hoardings.—That the bylaw be amended with a view to giving I the. Council greater control oyer the ! erection and retention of hoardings. 14. As to trees Domett Street.—(a) That the. trees marked by the Head Gardener as dangerous he removed, and Fuat the Town Clerk insert a paragraph in the Evening Mail explaining the reasons for their removal, (b) That tenders be invited for the purchase and removal of tho trees, (c) That lime trees be planted as near to the street boundary as can legally he done. I 15. As to Foreman Overseer. —That the action of the Mayor" in writing to the foreman offering him half wages 1 for one month, the position to be reviewed at the end of that time be approved. 16. As to tenders for electric meters. —That the tender of the /Metropolitan ; Vickers Company of £267 15s be accepted. 17. As to unemployment.—That the City Engineer prepare a scheme for employing men and submit same to the Council. 1 18. As to coah for electric power station.—That the use of Puponga coal”t>e continued for the present. ■*- As to clause 10, the City Engineer said Mr Russell had declined to make any alteration to this timetable, and that no agreement had been reached, i Crs Stringer and Watson saw no reason why Mr Russell should alter his tijnetable. The clause was referred back to committee. CITY ENGINEER’S REPORT The City Engineer (Mr J .G. Littlejohn) reported:—Streets and Footways: Some patching and cleaning up was done during the wet weather. The path in Shakespeare Walk from Collingwood Street Bridge to Halifax Street has been gravelled. Repairs to the Port Road arc in hand. The protection of the Brook Stream, Nile Street, will be completed this week.—Drainage : There is nothing unusual to report. —Places of Public Recreation: The new hedge has been planted along the Milton Street frontage of the Botanical Reserve. Routine maintenance work only has been done on the other reserves. The ground in Erin Street which was cleared of dead willows has been planted out with natives and tree ferns.— Water: The cleaning out of the 5 inch main in Hardy Street is in progress. • Loans: The only loan works at present going on are Bridge Street tarring, and the conveniences and dressing shed at the Botanies which arc completed except the painting. i I submit herewith correspondence in connection with the pipes If or the emergency intake at the Weir, and the sanitary service at the new waiting room at the Sands. GASWORKS REPORT Coal carbonised 374 tons; gas manufactured per ton of coal 13,847 cubic i feet; gas manufactured 5,179,100 cubic feet; coal in hand 438 tons; coke in hand, nil; tar in hand 11,000 gallons; value of residuals sold during month £Bl6 15s. ABATTOIR MANAGER’S REPORT The Abattoir Manager reported that for tlie fortnight, the following stock were slaughtered: Cattle 98; calves 5; sheep 524; lambs 133; pigs 74; total 834. During the period two sheep were condemned.

ELECTRICAL ENGINEER'S REPORT The EJectncal Engineer (Mr E. Fleming) reported Increase.

Units sold: May 1926, 52,747; May 1925, 43,650; Increase 9,097 (20.9 per cent). Revenue: May 1926, £1,283 14s sd; May 1925, £1,099 18s 7d; Increase, £lB3 15s lOd (17 per cent.). 1 have to report that the street lamp and overhead wires were installed in Wolfe Street on 7th June 1926 at a total cost of £9 6s 9d. SANITARY INSPECTOR’S REPORT’', The sanitary inspector (Mr M. Bus-1 bridge) reported inter alia: “I have commenced a systematic house to house ( inspection. Records of places inspected are made and tiled l’or refer-1 cnee. Of the three notices served, to carry out drainage work, one 1 has been complied with. Six months extension of time was granted by the Council, which has expired. A further notice of 14 days was given which has also expired. A closing order should now be issued. Permission has been asked to occupy a house situated in RusselL Street. Owing to its state of disrepair and not being provided with suitable drainage and sanitary conveniences it is not fit for habitation and should not be allowed to be occupied. One case diphtheria has been notified. The patient has been ’amoved to the Hospital and the premises disinfected.” It was resolved to inform the owner of a house, that it must not be occupied until drainage connection is made. : It was resolved that the owner of a certain house be called upon to put a drain in order. TRAFFIC INSPECTOR’S REPORT The, report of the traffic inspector (Mr C. E. Parkinson) stated inter alia that Hi ere are still a number of applicants for drivers’ licenses coming in and up io date licenses bad been issued to 1,085 applicants. All heavy traffic owners have applied for licenses under the regulations and have been dealt with. GENERAL On the suggestion of Cr. Neale, it was decided that easier access be made to the waiting shed at Tahuna. In regard to the returns to bo furnished under the motor regulations, Cr. Harley moved, and it was carried, that the matter be. referred to Committee. Mr York was re-appointed caretaker of the Cattle Market Reserve. The Mayor, referring to the baths, said he wanted to see the work commenced within, the next week or two, and he intended to instruct the Engineer to allow this to take precedence over other work he had in.hand. On the motion of Cr. Gibbs, the Mayor was requested to make inquiries regarding obtaining 20 acres of land on the Fringe Hill. In reply to Cr. Stringer, the Engineer said he had commenced top-dressing the footpaths. The Council rose at 9.45 p.m.
