SIR JOSEPH. WARD’S PROPOSAL

SYDNEY, June 9 Speaking at the Millions Club, Sir Joseph Ward advocated the formation of-, an Empire Parliament composed of representatives of all the dominions and the Motherland to handle issues that concern the Empire as a whole. He added that the day had. passed .when the House of Commons' With a maze of British problems > could completely control the policy of tlie dominions on broad issues, and the parliament he proposed could legislate on foreign matters —war clouds and the conduct of war should it develop, and similar matters.
