HANDCUFFS RETAINED

Cable Association) SYDNEY, Jan. 21 Returning from a. tour of Europe and America, Police Commissioner Mitchell recommended the abolition of handcuffs for uniformed police on the ground that it was an obsolete method of dealing with prisoners, long since abolished in cities abroad. The recommendation met with strong opposition from the police, who urged that in a city so comparatively sparsely policed as Sydney was. they were placed at the mercy of a violent prisoner, unless provided with handcuffs. The Chief Secretary has revoked the order for adopting Mr Mitchell's recommendation, which had been previously approved.
