(Eeuter'B Telegrams) LONDON, Jan. 20 The Rugby League Council at a meeting at Manchester decided to ask the New Zealand League by cable to explain the reason for the additional note to players' transfer agreement. The Council decided that in future all matters relating to the laws of the game must be dealt with by them. The New Zealanders want permission to exercise option in respect to the two years' qualification.
