Till'', ratepayers will not be impressed with the Mayor's explanation of the bath, delay. published in another column, bill his remark that he had prepare.! the statement -for the information of Councillors.*' as well as the public, gives a good idea of the present unsatisfactory way of conducting the Council business. The matter has been badly handled and it is the Council's duty to avoid a repetition. If the Council .had appointed, say three of their number, with one as chairman, to make full inquiries regarding the baths proposal and present complete details for the final consideration of the whole Council, the present. trouble, in all probability, would have been avoided. What applies to the baths applies also to the various departments under the Council's control.
