BOROUGH COUNCIL MEETING Tiio fortnightly mooting of the Richmond Borough Council was hold in the Council Chambers. Present : Ihe .Mayor (Mr (!. Kidd), Crs. Cross, Lusty. Holly. Webby, Muntz, and Price. Accounts amounting to £l2l 9s Gil were passed for paymo.ot. A deputa tion of the Nelson Provincial Progress League' wanted upon the Council for the purpose of influencing the Council to reconsider its decision and contribute towards the cost of Nelson's display at the Dunedin Exhibition. Messrs Moffat.t, Could. Neale, and Savage were the speakers, who put- the progress made so far by the League before the Council, with the request that- the Council would see their way to make a- substantial donation towards the project. From the secretary of the Y.AI.C.A. asking the Council to make a rebate of the rates on Ihe buildings.—Resolved Hint the Council cannot see its way to accede to the request. From the Hailway Department forwarding the completed easement, deed.— Received From Al'otuoka Borough Council, suggesting the local bodies of the district moot, and consider the formation of a. Power Board with a view of a hydroelectric scheme being started from Lake Rot rvroa.

From the Chief Fleetrieal Engineer-, advising the method of procedure. From the Census and Statistics Office, forwarding return to be made of Local Authority loans.—'Loft- to clerk to complete. From Ar essrs W. E. Wilkes Ltd., withdrawing application for a building permit. From F. AL TToult. forwarding plan of sections in Oxford-street for the approval of the Council. —Resolved, that tho plan as submitted he approved of. and the seal affixed. From same in reference to sub-divi-sion in Dorset- and Wavevley-streots.— Resolved, that a sub-committee consisting of Hie Mayor, Crs. Cross and Price, report on the sub-division. From -V CL Hammond, drawing tho attention of the Council to the increased valuation on his property in Lower Queen-street. —Letter received and replied to that- the Assessment Co-mt is the only authority to deal with the matter. From Air -T. P. Ross in reference to a- recent- burial.—-Resolved, that the matter be. left to Mayor and Cemetery Committee. The reporter stated that ditches had been cleaned out in Gladstone-road, Reach. Wesley. and Dovset-streets. Church and Cambridge-streets had been passed. The water had been laid on to K. Bird’s property. The water-table on the southern side of May’s entrance requires attention. The culvert at Gifford’s corner required immediate attention. Afr Shane’s road was in a bad state, and while the poplar trees and the high hedge on the side of the road are allowed to remain, this will continue to be sloppy. A complaint from a resident in Lower Queemstroet, in reference to the state of the approaches, has been lodged. Since Friday. 10th hist., 26 electric bulbs have fused out of a total of 34.—Report- received.

Resolved, that the foreman be instructed to place stones on the watertable near May’s entrance. That the culvert at Gifford’s be attended to. That the improvements to AlcShaue’s road be left in the hands of the Works Commit! ee with power to act. That the Waimea Electric Supply Co. be written to, informing them of the number of bulbs fused .and wanting to know the reason of same.

The chairman of the Fire Station Management Committee reported that Air W. Reach had been appointed -secretary to the Committee at a remuneration of £7 10s per annum. .That Mr M. Beach had been appointed caretaker at a salary of £7 10s per annum. The meeting-room to be let- when not- otherwise engaged, at- 5s per evening. Collection of fees and letting of hall in the hands of the caretaker. Accounts for presentation to the Council must be endorsed by the chairman before payment is made. To have “Richmond Eire Station” painted on the floor. That the Fire Station and accessories be moved over (o tile new site as soon as possible. —Report adopted. Resolved: That the premium £l6 on the accident insurance policy he paid by the Council. That the Fire Brigadebuilding be insured for £SOO. That the declaration of the foreman and transfer of Brigade and equipment to the Borough be recorded on the minutes of the Council.

Report from the Waterworks Committee was received. The Mayor moved and Cr. Lustry seconded that the rates as set out- in the advertisement in The Alail, be struck for the period commencing on the Ist- dav of April 1925. and ending on the 31st A larch, 1926. Resolved, that a building committee be set up consisting of Crs. Lusty and Price.

Resolved, that letter from the Health Department- and model by-laws be referred to the Building Committee. The Council, after discussing tho statements made bv the devmtntion representing the Provincial Progress League, adhered to their formal decision.

Resolved, that Waverley-stveet be pared : that Champion-road be pared and attended. Resolved, that the Work-s Committee of the Council bring down a report at next Council meeting on main road construction and maintenance. This being all the busines, the Council rose, at 11.5 p.m.
