Xc-rt lieroft moved "that this Council urges the Education Department to institute a complete survey of the school children of the Dominion with a view to their classification on psychiatric lines, thus defining as far as possible the need for special schools ami classes.' Ihe mover said that while we iti New Zealand claimed to lead the world in many ways we were about 60 years behind some other countries; in the treatment of sub-normal children, or children that were not. normal. Miss B. E. Carnnchan seconded the motion, which was carried.
