Newspapers express the opinion that Mr Chamberlain’s speech clearly shows that Britain favours an Anglo-Franco-Belgian guarantee pact-, in which Germany might bo associated. They declare such a pact would be ineffective unless completed by military arrangements on all frontiers. Germany’s association in the pact would be useful omy she joined the League of Nations unreservedly. .
