UNIVERSAL RUBBISH SERVICE

Tho Engineer also submitted the following special reports; The jiresent service includes 313 premises, involving 776 calls per month, the cost, of this service, including the disposal of the rubbish at the tip, is approximately £715 per annum. There are 2500 premises in the city, so that roughly one-eighth of it is served. The one'Vart is worked at full capacity, and if a- holiday intervenes it is necessary to put on assistance to pick up arrears. The present service is much retarded by the failure to provide proper bins anil to place, them handy to where the cart can go. A universal service could not be co'iiducted unless this is insisted upon. The conditions of a. universal service are so completely different to those of the present partial service it is scarcely pos sible to estimate the cost until some experience has been gained. On tho tio-ures it would appear that at least two more carts are necessary and probable an additional man at the tip, at a cost of £9OO per annum, bringing the total cost to about £I7OO. Cr Coltman said the point should not be lost, sight of that if the Counicl inaugurated a proper service, the inspector could inspect all premises and take the necessary stops to see that yards were kept clean, lie was in favour of a free service being established and moved that, the inspector be instructed to see that the premises in the business portion of the city are provided with rubbish leoeptacles in accordance with the bylaw, with a. view to providing a free, service on September Ist. -PARERE STREET The Enginedbs report continues: A sum of £BOO is included in the loan schedule for tho formation of a path in the south side of this street, hut. that is only the small half of making this street suitable for residential purposes. The main waterway of the valley crosses this street about half way between the St, Vincent Street and Vanguard Streets. There seems to be an impression because the Council maintains ditches on those streets that it should prevent any water from entering the old natural watercourse. Such a contention is absurd. The watercourse is on the lowest ground, and it must be maintained and culverts lie provided where it crosses the streets. There is now no need for a waterway of the size of the original creek. The work would consist. of the removing of the old storm culvert, and filling up the water course, altering the levels and possibly the position of the pipe culvert. Grading and metalling the street and forming both footpaths, connecting the waterinain and putting in a gas main. The cost, would be as follows: —Removing old culvert and filling watercourse, £4O, re-grading and metalling road, £120; altering pipe culvert, £7, forming paths, £3O, tarring paths and waterlables £4O, extending watermain. £56, gas. main £9O; total £383. ELECTRICAL REPORT The" electrical engineer (Mr C. A. Henderson) reported : Report No. 22 : Consumers applications 937 ; lighting load applied for, 558 k.w.; heating load applied for, 540 k.w. ; power load applied for, 239 k.w.; total „ load applied for 1337 k.w. The applications are somewhat below the average, but still continue to came in, and although the number is not shown above with Taliunanui, we have over 1000 applications in ten months. Tho units generated dur. ing July exceeded Juno by 5000 and the coal consumed per unit is slightly under 61bs. per unit generated, the cost per unit being under .Bd. Both of these figures are below those given in my re port of 15th July for April, May and June. It is to bo expected that next month will show a fulling off with approaching summer. OTHER REPORTS The sanitary inspector reported inter alia that six complaints of nuisances had been received a n 1 attended to. Thirtysix premises had been visited, most ot which wore found in good order and well kept. Four defective sanitary fittings and three accumulation of refuse were found. The owners were notified to have the fittings repaired and the refuse, removed. Five additional applications had been received and two discontinued making a total of 319 on the service. One case of diphtheria and one of tuberculosis had been notified. Fumigation- • had been carried out. The abattoir, manager reported-that the following stock were slaughtered during the fortnight : Cattle 94, calves 4, sheep 615, lambs 3, pigs .32; total-768. l’wo sheep wpere condemned.

ORDINARY - BUSINESS ' Cr. Mo flat i, referring to the loan proposals, suggested that the baths proposal be voted on separately; and the matter was referred to the Loans Committee. Cr. Russell said he hacl received complaints about motor cyclists traversing the Port Road without silencers; and he, thought the by-law should be enforced. It was resolved that the attention of the police be drawn to the matter. Cr. Moffatt said he had received complaints about the excessive speed of motor cars on the Port road during the arrival and departure of boats. The attention of the. police is to be called to the matter. The Engineer, in reply to Cr. Plum, said the weather had been too wet to do anything to Gorric street. In answer to Cr. Edwards, the Mayor said the roll was now being prepared for the loan proposals. Cr, Russell informed the Council that a petition was in circulation asking for a . po|l to be taken on rating on unmi proved value, apd hp would jike to know when the leap proposals would he put.
