RUSSIA AND JAPAN
DEPORTED TERMS OF TREATY

LONDON, August 14
The Times Berlin correspondent says the Berliner Tageblatt published the draft of a Russo-Japanese Treaty, which provides for the resumption of diplomatic relations. Japan agrees to evacuate North Sakhalin within a fixed period after signature, receives concessions north of Sakhalin, also in eastern Siberia. ■■ These shall be determined later. Both sides undertake to prevent hostile propaganda. The Treaty ot Portsmouth remains in force, but all others are scrapped. Old debts are cancelled in return for a favoured nation clause. New agreements will be concluded subsequently regarding the fisheries trade, also for a conference to settle any outstanding differences.
