PERSIA AND RUSSIA

TEHERAN, Nov. 29. Relations between the Russian- Legation and the Persian Government are strained, owing to tbo prohibitive import duty, placed on Persian goods entering Russia strangling the Northern Persian export trade. Negotiations for the. commercial treaty, between the countries is suspended and the possibility of a. rupture of diplomatic relations'is feared.
