It is understood President Harding lias decided to make a definite series of moves inwards the adjustment, ot war debts'to lire United Stales, preliminary in partaking itt an economic conlereuco with the European nations. The plans contemplate first a session with the British commissioners, which will determine how hu’ Britain is hble to settle, her debts: second, if the British negotiations fail, due to iimhaiions imposed by the debt funding commission, Prosi\lcnf Harding wiii ask Congress to extend the powers of the commission; third, acceptance- of an invitation to partake in a conference to consider the financial and industrial affairs of the world, which it ia expected will be railed as soon as Europe knows America’s willingness to join such a meeting-
