The League 01 Nat ions lias issued the text of Germany’s memorandum protesting against the sanctions. !t alleges that the Allies’ action is contrary to Die Treaty of Versailles. because.,the Treaty does nor permii the occupation of German territory beyond the district west: of the Rhino and bridgeheads. Even eracnaled territory may only lie re-occupied if Germany refuses (0 observe her obligations in regard in reparations. ’.Moreover, economic measures may only be applied in case of defanlr. In regard to reparations a partial confiscation of the purchase price of German goods would ho in con Ira diet ion with assurances given by Britain and Belgium regarding the non-confisca-tion of goods of private people. Germany appeals in the League to cause the Allies to abandon an nmvarraniable violation of the Reaeo Treaty.
