Lenin wirelessed Vladivostok declaring void Koltchak’s agreements ceding Bnssian territory to foreign subjects.. LONDON, Feb. 18. According to a Moscow wireless revolutions occurred in Vladivostok, Nikolsk and Blagov'estebenk. All authority is now in the bdnds of a provisional Government, which proclaims unity with the Soviet of Russia. There was fierce fighting bn the Dnieper Estuary. A Red offensive was begun, on the Caucasian front, with important .successes on the south bank of. thfe Don.
