NATIONAL RESERVE BAND

Mr G. Mookler, secretary of tho National Reserve Band, waited on the Council Regarding the request by the Band for a donation towards the new instruments. He stated that it was proposed to procure 32 silver-plated in stritments, which would cost £912 landed in Nelson. He gathered from what had transpired previously in the Council that the Council might give tip to £IOO, and that the Bund would become a semi-official band. Tile band hud a little motley and had a fltibscriptiotu- list. It was also hoped to raise a considerable sum by Die forth coining bazuftr. Mb' Mookler considered that if the public wanted a band they should find the instruments. The present instrument* wore worn out. One of the hand rules was that in the event of the band breaking Up the instruments, after paying all-'liabilities were to be handed to the City Council. In many towns of the ‘Dominion builds had broken up through the war, hut both the Nelson bands had kept-going, which was, he considered, something to be proud oh Tlie band had a good membership and was now getting op very well;

The Mayor said both bands had done a lot of work during the war. and oh tha-t account lie was quite, willing to favourably consider the National R<v serve Band’s request for a. substantial donation.

' Cr. Plum hoped tlie bazaar would be so successful that the baud would not have to come to the Council for a donation; but if that was necessary he was sure the Council would give substantial support. He remembered the time when there was only one band in tho city and when not a note of music .was ;lieajd;for months yat a time. Then tho Citizens’ Baud was formed and they bad more music.'

Cr. Harley said -the Council must be careful in regard to its liability in connection with tlie band. No decision was arrived at, but the matter will come up again. GENERAL. The Engineer reported on a rearrangement to improve the ’ lighting of Grove street, v and was instructed to make the necessary alteration. On an application by Mr B. Laaie, for improved Water service, to his property, Milton Grove, it was resolved, in view of the high cost of pipes at present (tlie estimated cost being £35) that Mi Lane bo informed that the Council will favourably consider the matter before next summer.

Steps were taken for a nightsoil service for Lower St. Vincent street, filial arrangements being left to the En-

gineer. The Council adhered to- its previpus resolution that tho gas service be extended to Mr G. Monopolies 4n Hardy street, provided the applicant paid £4 towards the cost. It was resolved ’ that the amount the Council will receive on temporary deposit be increased from £20,000 to

; £25,000. ' The Mayor’s . notice of motion re- ! garding the exemption of Harper street from Section 117, of . the.;Pnb,Uc Works, ■ Act, was carried, and it was resolved 1 that exemption be applied for. COUNCIL EMPLOYEES. i , ■ ' • 1 1 " ; ' Cr Edwayds, in vievv-of the ' lateness of the houi* (10.30 p.nii) asked permission to postpone his- -notice of naptiou till next meeting. Several Couneillor»- opposed -a- postponement. - Or 'Edwards- then moved his notice of -motion, as follows:—fn) That sick pay up to 24 hours bo paid to all outside employees in full, but for longer periods a doctor’s certificate will be required, and each case decided on. its merits ; (b) That when the Cbiincil demands ajf doctor’s certificate the 'Council .shall pay for same; (c) That annual leave'ou pay, shall be granted to all the Council’s outside employees on a graduated scale according ;to length- of ■ fervice and -other 'conditions applying; . (dl That Squday - duty and other joverIjime be paid for, having duo regard to arty special •'circumstances or conditions of' work ■-necessitating such overtime; (el That no employee be dismissed j without : the- order of the Council • (i) j That regulations to give effect to the foregoing be fixed by the -Council in conference 'with the City Engineer and cmnlovees at once.' "

Cr Edwards said the resolution referred to. all the outside staff, and 1 b’-s object was to have a contented staff. He would alter the 24 hours in clause jfaV to two days. Glaiise (e) was' hot intendedi to prevent the Engineer suspending an employee if thtit was deem--1 ad ncessary, but only the Council sliould dismiss a man. He* did not know the Council labourers, 1 were making ati apto the Council, and had lie befeo allowed to nOstpbne his motion he would nrohiilVtv have withdrawn' R*.‘" Cr jfvM i,a.-. t**' -tof 'motion v-s ■ n-fit iroiiirr to bo carried, and re-, marked that since he had been a member of the ConncM he had not been shown milch sympathy. Or Harley seconded pro forxna. and said Or Edwards was mistaken in think, ing the Council'was unsympathet c so far as the motive of the resolution went. Some of the proposals in the motion were well worthy of consideration; but how far was it wise l to interfere with the terms °f fhn laßburfers’ award'/ ' Or Edwards, he reodgrtfsed, was moved by a desire to place the relations Betweeit the Council ahd- its employees on a proper footing. The Mayor reviewed various eladses adversely. Clause (e), he said, and also others, weip quite impossible, and dangerous in principle, and the Council as trustees foV’-the rateoiivers’ money '’could hot. put them into operation, Cr’Edwards in reply said he had done his, duty, and was not ashamed of bring; itur his motion forward. The motion was put and lost by 8 to 1. Cr Edwards alone voting in fahour of it. The Council rose at 10.45 p.m. CEREGEN Rp rii M LDB SH ATTER’FD*NERVES. | In these dviyr. of mental strain and stress, probahiy the gravest and ‘ roes' neglected of human ailments ig nervou*> weakness.
