Mockler, secretary National Reserve Band, suggesting that as the Council was going out of office the time was opportune to renew request for a donation from the Council towaras new band instruments, the Council having previously intimated that it would favourably consider a donation up to £IOO. The Mayor said it was an unfortunate position, but it would hardly be fair for the present Council to commit the new Council to an expend!ture of £IOO. At the risk of being misunderstood he would move that the matter be referred to the incoming Council with a favourable recommen-

dation. "Cr. Harapson seconded the motion. Cr. Gibbons moved as an amendment that the Council grant the band £25. Cr. Watson said new instruments were badly needed, and be hoped that if, after the band carnival, the band still required it, the Council would ~ grant a liberal sum, Cr. Carlisle said the present instruments were absolutely unfit to play on. Ur. Gibbons withdrew his amendment, and Cr. Carlisle then moved as an amendment that the matter be retired to Committee, this being carried unanimously. Captain Brown, for the TJ Battery, applied for use "of Victory Square on Apftt 12th' and 26th and May 10th and 24th.—Granted. COMBINED COMMITTEE’S REPORT.

The Committee reported, inter alia: On letter from residents. Parere street, requesting improvements to street: That the Council adhere to its previous decision not to carry out any repairs until the property j owners concerned have opened up the water-course.—On letter from Town Clerk, Palmerston North, as to killing of pigs: (a) That the resolution of the Palmerston North Borough .Council be endorsed; (b) that it be a remit to the Municipal Conference that section 3, sub-section B, and section 4, sub-section D, of the Slaugh- j toring and Inspection Act, 1908, be repealed.—On letter from Mr W. T. Liley: Consideration deferred. —On let ter from Glasgow, Hayes and Rout, requesting exemption of Harper street from the operation of section 117, Pub-, lie Works Act, 1908: That exemption '■ be not granted.—On letter from Returned Soldiers’ Association, as to remittance of charge for gas: Consideration deferred. —As to requisition from re closing hours; That the matter be/ referred to the Council. (Referred to Labour. Department for defi-1 nition of shops and- factories).—As to : charge against licensed taxi-driver for refusing to take a fare: Consideration ■ referred to the Council—That in con-i sideration of the special circumstances ( of the case, an express license be granted to Harry McNamara without fee for the remainder of the present year. On the clause re licensed taxi driver'; it was resolved that the driver be severely reprimanded. CITY ENGINEER’S REPORT.

The City Engineer (Mr J. G. Littlejohn) reported:— Streets and Footways.—Patching is in progress on the Port Road. The streets have been cleaned up between Trafalgar street and the river, and similar work is in progress in the Wood. Drainage.—The overflow at Vanguard street ejector has been put in. Three chains of sewer in Shakespeare Walk have been opened up and are being relaid in concrete. The sewer in Wakefield Quay became blacked and has been cleaned. The cast-iron mains have given further trouble, and are not yet running free. Places of Public Recreation. —Routine maintenance only has been done. Considerable damage is reported to have been done to trees in the Queen’s Gardens add. on the Church Hill since the caretakers have been laid up. Miscellaneous.—Twenty-seven building permits for work valued at £2233 were issued during February and March, and two permits for .the demolition of buildings. The annual stocktaking is in progress in all departments.

Water.—Further extensive testing of ,the mains has been done, but no defects "of a serious nature have been found. The repair of the washout at the Reservoir is completed. Gas.—The broken valve at Saltwater Bridge has been removed. One hundred and ninety-eight complaints were received and attended to during the month. The gasworks report showed that in March 299 tons of coal were carbonised, producing 4,337,800 cubic feet of gas, or 14,484 cubic feet a ton. The value of residuals sold during the month was £196 16s lid. ABATTOIR REPORT The Abattoir Manager (Mr G. W. Mitchell) reported that the stock slaughtered during the fortnight comprised 63 cattle, 5 calves, 499 sheep, 194 lambs 27 pigs; total, 788. GENERAL. . The application received, at last meetingl #>r permission to erect a smoke house in Bridge-street was granted. A report by the City Engineer on extending the w,liter to fPabuna was referred to Committee. The Mayor reported on the visit of himself and the City Engineer to the ’ West Coast, the result of which he * stated would be very satisfactory to the Council. It was resolved that certain repairs be carried out at the Fite Brigade Station.
