Mr Eraser states that the supremo council for tho supply of relief under Lord Reading is investigating the financial problems of the re-proviwon-ing of Europe. The conference of Allied Ministers received a statement- from M. Noulens, tho French Ambassador to Russia, concerning the situation. M. Scavenui was formerly inclined to view the Bolshevist policy as not dangerous,, but- events latterly have changed his view. L may he assumed that his evidence will carry cons%icrab le weight. It will be the most recent whicn the Conference has been able to obtain on the Russian situation.

Mr Fraser states that although, the press asserted the principle of an open Great Powers which sit in open conference is largely secret. It hja s already constituted a close committee of the Great Powers whih sit in open conference with tho full delegations at certain intervals. The Conference does not meet again oelbre Thursday. Meanwhile the Great Powers continue to wrestle with the Russian problem. A special committee wiTT he appointed to investigate international labour conditions with a view to securing a basis of uniformity in all countries with regard to the employment- and treatment of workmen.

Surplus fodq is now available, and it is expected that- enemy countries will receive supplies within a month. Emir Feisuf, son of the King of Hedjaz, is here awaiting his father’s instructions regarding the two delegates to represent the Kingdom at. the Peace Conference. Colonel Lawrence, Feisul’s aide, is expected to be chosen as the first delegate, in order to give greater weight to the proposal to be submitted tc the Conference asking for the formation of a federation of all Arab States from the Red Sea to the Persian Gulf free from Turkish domination and under the protection of .the United States.

DOMINIONS' AGAINST OVER SECRECY.
