It was. entitled ‘‘Maritime Compact,” and suggested! an unarmed association of nations; for- the protection of rights and commerce, that would bo neutral in time of war. It was tp found a law of nations on. tb' authority ibf ''mationsi.- for the rights of neutral commerce^arid' the freedom of -the- seas. The plan appear ed in a letter ‘‘To the' People-of, Prance and the Ftench Armies.” ’
